As General Counsel and Chief Compliance Officer, Blake oversees all legal and compliance functions for Idaho State University and sits on the President's Administrative Council (Cabinet). Blake counsels on a wide variety of higher education issues, among which are student and academic affairs, employment, governance, athletics, Title IX, contracting, privacy, public records, intellectual property, state and federal regulatory compliance, and university policy. In addition to providing legal advice and representation, Blake has supervisory responsibility over the university’s legal, HIPAA, athletics compliance, workers compensation, and risk management offices.

Blake joined ISU in July 2020 after serving as associate general counsel for Montana State University and working for a large law firm in Virginia. Blake graduated cum laude from the William & Mary Law School in Williamsburg, Virginia and is a current MBA for Executives student at Yale University.

As Deputy General Counsel, Sean works with the Office of General Counsel on all legal and compliance-related needs of Idaho State University. He advises on a variety of higher education issues, including student affairs, Title IX, FERPA, privacy, international issues, intellectual property, investigations, and compliance. Sean leads campus trainings and contributes to the university’s efforts to promote awareness and understanding of legal issues across the institution.

Sean joined ISU in April 2025 after serving as an Assistant Attorney General for the Washington Office of the Attorney General at the Washington State University division. Prior to that he served as a Civil Deputy County Attorney for Gallatin County, Montana, as a staff attorney for the Hon. Randy Stoker in the Fifth Judicial District of Idaho, and as the Jr. Associate General Counsel for the University of Idaho. Sean graduated with a J.D. with Pro Bono Distinction, and an M.P.A. from the University of Idaho, and received his B.A. from ISU.

As Associate General Counsel, Jenifer works with the Office of General Counsel on a variety of legal matters including contract creation and review, real estate and leasing, affiliation agreements, public records, federal and state regulations, healthcare law, and more. Jenifer leads campus trainings and contributes to the university’s efforts to promote awareness and understanding of legal issues across the institution.

Jenifer joined ISU in April 2024 after previously serving as the deputy attorney general for the Board of Education for a number of years. Prior to that she was in private practice, working in the real estate section for the legal department of Albertsons. Jenifer graduated from the University of Washington School of Law and received her B.A. from the University of Utah.

Misty is the HIPAA Compliance Officer for the Office of the General Counsel and serves as the HIPAA Privacy Officer. She works with the Kasiska Division of Health Sciences, Office of the General Counsel and the Information Technology Services to lead all aspects of the University’s HIPAA Compliance program, ensuring continued compliance with federal and state regulations concerning privacy and security.

Misty graduated from Idaho State University in 2007 with a B.S. in Zoology and attended Weber State University to obtain her Post Baccalaureate in Health Information Management. She is a Registered Health Information Administrator (RHIA) and holds the Certified in Healthcare Privacy and Security (CHPS) credential. She has a background working as a Privacy and Healthcare Compliance Officer. She joined ISU as the HIPAA Compliance Officer in September of 2021.

Aubrie is responsible for overseeing, managing, and coordinating all operations of the Office of General Counsel (OGC). She is primarily responsible for initiating and overseeing key strategic projects, and ensures the OGC is implementing best practices to maximize efficiency and productivity. She oversees the Legal Education Program and works to ensure the campus community is effectively informed on important legal subjects at ISU. 

Aubrie joined the Office of the General Counsel in the Risk Management role in June of 2021. She holds a Bachelor of Science Degree in Psychology and earned her Master of Public Administration Degree. Aubrie is a proud alumnus of Idaho State University. She has extensively studied Disaster Policy, Public Policy Analysis, Public Workplace Issues, and has completed research regarding the COVID-19 Pandemic.

As a key member of the Office of General Counsel (OGC), Jason manages several critical legal and compliance functions for the university. This includes overseeing the affiliation agreement process, managing the conflict management and contract management programs, and supporting the public records request and signature authority programs. He collaborates closely with legal counsel to review contracts and legal documents, conduct research, and provide guidance to ensure institutional compliance with relevant laws and policies. He also delivers training on legal topics such as Jaggaer, contracts, and public records to empower the campus community with practical, policy-aligned knowledge. He supports special initiatives, assists with public-facing communications, and helps maintain the OGC website. Whether facilitating legal processes, conducting investigations, or responding to subpoenas and court filings, Jason brings a service-oriented approach to promoting legal awareness, institutional integrity, and operational efficiency across campus.

Jason graduated from Idaho State University in 2019 with a Bachelor of Business Administration-Marketing, and in 2022 with a Master of Public Administration. Prior to working in the Office of the General Counsel, Jason worked with many wonderful professors as a teaching assistant in ISU's Political Science Department. He also worked for the Bureau of Land Management as a firefighter and incident commander.

Luke oversees ISU's Risk Management Program and the Worker’s Compensation Program. His role is to provide a safe environment for the campus community, as well as protect and preserve the University's assets from adverse effects of physical and financial loss. Luke handles the insurance needs for claims and accidents for the University. He also oversees the Protection of Minors program for the University.

Luke has a Bachelor's Degree in Political Science, and graduated from Idaho State University in 2024 with a Master's of Public Administration. During his graduate program, he worked as a Graduate Teaching Assistant for the Political Science Department.

Rachel Taow

As Director of Research Contracts and Technology Transfer, Rachel Taow oversees research contracting, technology transfer, and intellectual property (IP) functions for Idaho State University. Rachel advises on a wide range of matters, including research agreements, licensing, IP protection and assignment, confidentiality, material transfer, and collaborations with industry, academia, and government agencies. In addition to managing research-related contracts and technology transfer initiatives, Rachel works within ISU’s Office for Research and Economic Development to promote innovation and economic engagement.

Rachel brings over 20 years of experience in government contracting, research administration, and technology transfer. She rejoined ISU in 2024 after serving in a contracting role at Idaho National Laboratory and previously working with ISU’s Office for Research. Rachel earned her B.A. in International Studies from Idaho State University, graduating summa cum laude, and recently completed her Juris Doctorate with a specialization in Intellectual Property Law at the University of New Hampshire Franklin Pierce School of Law. Before beginning her civilian career, Rachel served for nine years in the U.S. Army as a Persian Farsi linguist and Intelligence Analyst.
